The UPD operates under a unified structure, meaning there are no separate departments for city, county, or state law enforcement.
Officers are trusted to operate within good faith and are given flexibility to handle situations based on experience and judgment.
While guidelines and SOPs exist, not every scenario can be predefined. Officers are expected to act professionally and in the best interest of the community at all times.
Progression within the department is based on activity, trust, and demonstrated capability rather than strict hour requirements.
